Remote Management Console 12.2.1.1 not connecting

I try to use remote management console (RMC) 12.2.1.1 on Win 10 Pro 1909. When I try to use a configured connection, nothing happens. That means the RMC shows "connecting to mailserver..." and that's it. I tried SSL and no SSL. A TCPDUMP on the server shows nothing. Windows firewall is deactivated. So the RMC isn't sending any packet to the server. Webadmin from the same client works.
The RMC log shows:
SYSTEM [1410] 21:11:28 Cannot load library: libssl-1_1.dll
SYSTEM [1410] 21:11:28 Cannot load library: libcrypto-1_1.dll
When I try to connect with an older RMC Version (12.1.1.5) from the same client, it connects and shows an error message "The server is running version 12.2.1.1 RHEL7 which is newer than your console's version 12.1.1.5. This time packets can be seen on the server with tcpdump.
Tried on a different windows 10 client - same problem.
Does anybody know if there is a problem with this windows 10 version?

I have experienced often the problem that the Admin Console is not connecting from one computer, but from the other it is connecting without problems.
All computers are in the same LAN and have same configuration. I just have no idea whats wrong, buit didn't searched hard to find a answer.
TeamChat client is not connecting at all.
Unfortunatly even Icewarp could be a great software, it misses some bugfixes and some functions heavily. And the Icewarp forum is dead as dead can be. Not even new questions get approved without waitung weeks/months/at all.....
